Typhlotic Magistrate




Spindly and androgenous, the towering celestial wears a pure-white blindfold despite the fact its head is nothing more than a free-floating golden mask cast with a disapproving frown. One massive set of golden wings sprouts from the magistrate's sharp shoulders with two smaller sets of silver fluttering above and below. The outsider is adorned in a gossamer robe in which distant, dying stars twinkle. Its malnourished body can easily be seen through the translucent fabric whenever the light hits it right. Manacles with broken chains adorn each of the judge's ankles.


Angelic Arbiter. Justice is blind and so is the typhlotic magistrate. The celestial is without both compassion and corruption. Its only duty is to consider allegations brought before it and passing judgement in accordance with a cosmic sense of justice instead of vengeance. However, this cosmic sense of justice is not always in accordance to mortal morality. At times, the typhlotic magistrate's dictates can seem unduly harsh, non-sensical, or a mere slap on the wrist. The codices of celestial law were written when time began, it is not the magistrate's job to interpret or update them. One thing the angel cannot abide, however, is lies and will swiftly punish any who speak an untruth in its presence.

Innate Spellcasting.

The celestial is a 12th level spellcaster. The magistrate’s innate spellcasting ability is Wisdom (spell save DC 20, +12 to hit with spell attacks). it can innately cast the following spells, requiring no material components:

At Will: Guiding Bolt, Protection from Evil and Good, Speak with Dead, Word of Radiance

3/day each: Blindness/Deafness, Dispel Magic, Silence, Spirit Guardians

1/day each: Geas, Guardian of Faith

Magic Resistance.

The celestial has Advantage on saving throws against spells and other magical effects.

Actions

Pronounce Judgement.

Ranged Spell Attack: +12 to hit, reach 120 ft., one creature. Hit: 28 (4d10+6) thunder damage. In addition, the creature must succeed on a DC 20 Wisdom save or be frightened of the magistrate for the next minute.

Reactions

Rebuke.

If the magistrate detects that a creature within 60ft has lied it may use its reaction to rebuke it for its transgression. The creature must succeed on a DC 20 Wisdom save or take 28 (4d10+6) psychic damage and be Incapacitated for the next minute. On success the creature takes half as much damage and is not Incapacitated. At the end on the each of its turns, an affected creature may repeat this save with the effect ending on success.

The Black Lady

The Black Lady claims to be the The King of Fools' concubine and takes pride in the title despite how other devils look down on her and the rest of the cavalcade for it. She adores the 'silly' archdevil to no end and works tirelessly to ensure that the devils beneath him show the properly courtly respect that her lord is due... if he is around. Otherwise, she focuses more on vicious gossip, violent fetes, and malicious matchmaking. Pitch black in skin with burning red eyes, the Black Lady's legs end in smolding pig hooves while long, curled horns poke from her ebony coiffure. She wears a variety of overy fancy dresses that are always stripped, monochrome, and risque. One accessory she is never without is an enchanted fan made from burnt angel feathers. Crackle

A singular being, Crackle is a bolt of lightning given sentience after hiting a monk meditating atop the mountain. In fact, it believes it is that very monk reincarbated from a smoldering husk instead of the force which killed it. Crackle takes on a humanoid shape, chaning its lighting to appear to have skin and clothing. However, ripples of electricity constantly wiggle along its form. Often times its hair, clothing, and arms will clip through one another for Crackle is an imperfect copy. Crackle travels about, driven by a strong sense of law if not justice. It has a hard time empathizing with other points of view than the one it adopted and flies into a rage when pressed on its true nature.
